A share of your leads have no source.

A lead with no source cannot be credited to anything. Pipeline from it is pipeline no programme can claim, and budget follows what can be claimed.

Where the gap comes from

An entry point that does not set it. A new form, a partner integration, an API source or an import.
No default campaign. Leads arrive, but no campaign member is created, so campaign reporting never sees them.

Then group the unsourced leads by CreatedById: an integration user near the top tells you which entry point to fix.
